George Dimitrov. Prof. Dr. George Dimitrov is a founding partner of Dimitrov, Petrov & Co. Law Firm and head of its ICT Law & IPR Practice Group. He is a Doctor of Laws of the Katholieke Universiteit Leuven, Belgium (Ph.D. 2008). Prof. Dr. Dimitrov graduated cum laude from Sofia University, Faculty of Law (LL.M. 1995) and specialized at the Academy of American and International Law, Dallas, Texas (2002). Holder of the prestigious Victor Folsom Fellowship. Prof. Dr. Dimitrov is a lecturer in ICT Law at Sofia University, Faculty of Mathematics and Informatics, the Technical University, the University of Library Studies and Information Technologies, the University of National and World Economy and Veliko Tarnovo University.
Being a Chairman of the Center for Law of the Information and Communication Technologies in Bulgaria (CLICT), Prof. Dr. Dimitrov has been the leading expert and head of numerous working groups that have drafted the contemporary Bulgarian ICT legislation, inter alia, the Electronic Commerce Act, the Electronic Governance Act, the Electronic Communications Act, the Commercial Register Act, the last amendments of the Electronic Communications Act, the amendments of the E-documents and E-signatures Act and the secondary legislation on its implementation, the cyber-crimes section of the Criminal Code, and many other acts of primary and secondary legislation.
Since 2009 he is an expert at the Advisory Council on Electronic Communications, Postal Services, Information Society and Electronic Governance at the Ministry of Transport, Information Technologies and Communications as well as at the Transport, Information Technologies and Communications Committee, the Internal Security and Public Order Committee and the Healthcare Committee at the National Assembly. He played an essential role in the elaboration of key strategies of national importance such as: the Strategy for the Implementation of Electronic Healthcare in Bulgaria, the Strategy for Electronic Government, the Strategy for Bulgaria’s Competitiveness on International ICT Markets, etc.
Prof. Dr. Dimitrov was conferred the honour to be appointed a national correspondent for Bulgaria in many projects assigned by the European Commission on reporting the implementation of various EU directives in the area of e-signatures, e-documents and e-governance in Bulgaria. He is a member of Scientific Board of the European Privacy Institute, a panelist at the Czech Arbitration Court for providing alternative dispute resolution (ADR) for the .eu domain and at the International Arbitration Court at the Alliance for Legal Interaction.
For a number of years he has trained attorneys-at-law, judges, prosecutors, investigators, in-house lawyers and state officials in the legal aspects of the implementation of the legislation in the areas of e-commerce, e-government and cyber crimes. He is an author of numerous professional monographs, studies and articles in the area of ICT law.
Prof. Dr. Dimitrov is a member of various committees and professional legal organizations of local and international importance such as: the Technology and E-commerce Law Committee at the International Bar Association (IBA), the International Technology Law Association (ITechLaw), the European Electronic Messaging Association (EEMA), the Council of the Sofia Bar Association and many others. Member of the Editorial Board of Digital Evidence and Electronic Signature Law Review as well.
In 2011 he has been appointed a member of the Scientific Advisory Council to the Research Directorate for Information and Communication Sciences and Technologies at the Bulgarian Academy of Sciences.
Currently Prof. Dr. Dimitrov is a Member of the Board of Directors of Meritas, a global alliance of over 7,000 lawyers serving in 170+ full-service law firms across more than 70 countries, and a Local Representative for Bulgaria of the International Technology Law Association (ITechLaw).
He is fluent in English, Italian, Spanish, and Russian.
Desislava Krusteva is a partner and head of the Privacy & Data Protection Practice Group at Dimitrov, Petrov & Co. Law Firm, which she joined in 2005. She has been an Executive Secretary and a Member of the Board of the Law and Internet Foundation since November 2004. Ms. Krusteva has been a regular speaker at conferences and trainings and has written numerous reports and legal opinions on the implementation of the EU ICT legal framework, e-government, privacy and data protection, ecommunications, e-commerce, e-signatures, e-health, etc. Her practice areas are: E-commerce and Internet Law, Telecommunications Law, Personal Data Protection Law, Contract Law, Corporate & Commercial Law, Intellectual Property Protection. She speaks English fluently and possesses good command of French.
